Should governments compete for citizens?

Individuals are born arbitrarily into states created by past wars and cannot change the government to which they are affiliated without leaving their home. Floating city-states, however, would allow individuals to sail their home to a new colony if they disagreed with the way a government was operating.
This would force governments to compete to attract citizens in a way that they currently do not. The city-states would be like floating jigsaws that could be shifted and reassembled at will, with popular and effective governments attracting more inhabitants. Indeed, governments could only form if people chose to attach to each other.

Great concept! A floating city-state would be a warning to those countries that do not adhere to human rights, do not provide decent living conditions, and meddle in war that there is competition out there, and those countries lacking in treating their citizens with due respect better had straighten up their act or face losing a valuable chunk of their citizens. Side: Yay, finally!

The floating city-states would still require self-governance which would lead to more disagreement which leads to floating districts which leads to floating towns which leads to floating neighborhoods which leads to floating houses. Finally, all the houses join together to form the United Houses of America, 123 million states (houses) and counting. Side: Wait..., what? No!!!
