Probably because a big percentage of people living in poverty or lower-income areas are people of color. Why? Because of systematic racism that continues to oppress them and hold them back. He may also be guilty and you just can't prove it because he pays off the victims, threatens their families (as he allegedly did in the Jane Doe case), or has enough political influence to avoid prosecution.
