What if it is cheaper to provide a living wage than to incarcirate?
The idea is to provide free money to uneducated, unproductive, people so that they won't turn to a life of crime. It may cost less than maintaining the incarciration infrastructure. Although the incarceration industry is a part of the economy, it would be replaced by people buying stuff with their free money.
