The GOP does not pander to any one group. They are not pathetic panderers with tax payer money to buy votes.
Neither party panders to any one group, and both pander with tax payer money to buy votes. Have you forgotten about how the GOP continues to push for pork-spending military projects for things the Pentagon no longer wants simply so that they continue to create jobs (that shouldn't exist) for their district? That is simply one of the many ways they do it.
Why would they make laws designed to help only one group of people? Laws should be equal for all no matter your skin color.

Yes they do. I just pointed to one way they did above. Another is by distorting tax burdens via target tax-breaks for certain income groups which shifts the burden to other groups. That is redistribution, just in a different way.
