I just don't see why they haven't done it yet. Hezbollah really doesn't even try to hide it. I mean really. It's like every kid knows one of them is a bully, yet the teachers continue to ignore the pleas to have the kid expelled.

Yes, but they also demonize groups through the use of propaganda and influence public opinions on subjects and arn't always accurate due to the fact their opinions are bought and sold. They are also liars on a massive scale, provide biased information, and unless you know the full extent of an organizations goal + motives from bottom to the tip top it's hard to say whether or not this is a terrorist group. The U.s government could be looked at as a terrorist organization as of late for example.
