This is kind of a ridiculous viewpoint. "Alpha" humans already breed more than others. They don't need some kind of legal restriction to help them out.

You'll find a number of "Alpha" humans amongst welfare recipients- unless you're using a different interpretation of "Alpha" "Beta" and their ilk than applies to every other species on the planet. Wealth and standard of living do not make one an alpha, though being an alpha can make it easier to attain wealth and a higher standard of living.

I'm pretty sure that is exactly how the species started out. Y'know, thousands of years ago when we were being munched on by sabre-tooths and wandering around for days trying to find enough food for the tribe and had a life-expectancy similar to disco. And yet we still got here, and picked up a bunch of conveniences along the way. Conveniences that are not rendered worthless by a few freeloaders.

Maybe we shouldn't stop them completely, just make it a little harder. Sterilize everyone at birth, and allow anyone to be unsterilized if they want.
