Apparently, the problem is that criminals could build these things and use them to kill people remotely. But, just making it illegal isn't going to make the problem go away. In the end, you have to figure out a way to identify the killer and prosecute them. We don't need another law. Killing people is already illegal. Side: Sure, why not?
