China, or the People's Republic of China (PRC) was only established in 1949 which stressed the need for them to establish sovereignty. Hence it would make sense that they started doing something about the border when they were established, not 50 years before.
China retaliated against India due to India's "Forward Policy", which was essentially just placing designated outposts along the borders and some even going several miles past it into China territory, despite previous warnings given to India by China already.
China had a right to to do so as it was not legally agreed to by the Tibetans- Tibet as a local government had no rights to treaty powers and according to the Anglo-Chinese Convention of 1906 and the Anglo-Russian Treaty of 1907, Britain themselves (India was colonized by British at the time) agreed to not let Tibet make any negotiations and that they would have to go through China as an intermediary.
