The government is a gang which..in a democracy.. you have authorised power to control other gangs such as police, army, state lawyers, judges etc. etc. Back in the old days gangs used to fight it out to gain power i.e. Tudors and Stuarts.. nowadays gangs are chosen to manage other gangs. They have to pay protection money (tax) and if they don't follow their rules (laws) they're sent to jail.

If it wasn't the current government.. it would only be another gang, type of gang or w.e that would take over and lead a country forwards...
